I am very proficient in c, c++. I have 15 years c++ developing experience now, and I have worked for 5 years. My work is online game developing, and mainly focus on server side, the language is c++ under linux. I used c++ to make many great projects, for example, I made the tools which can convert java files to c++ scripts which has the same effect, of course garbage collection included. Hello, I would use Python and PIL for this project. Do the boxes always appear in the same section of the image? If yes cropping using predetermined positions would do a good job. Regarding the fact that a box might be filled in or not a few methods could be used (for example the quantity of black pixels should be greater than a threshold). A few tests must be run beforehand but I think these methods would yield good results. Thank you for your time! Best wishes, Ionut

Hello, it seems to me that you want more of an OCR program. I can do that for you, but it will be an online service that you can use not necessarily a program. I know I am the best for this project, I can even find hacked software for you. Thanks !!

Hello, My name is Alexandru i have 3+ years in python development. Your project is very interesting, i would like to propose a solution that will involve Python 2.7 and Opencv2.4 for image processing. The first solution that comes to mind is to cut the image using fix locations as depicted by you with red and blue, but what if the page is not always scanned in a very good position, therefore i would like to propose using edge detection. Also blue rectangle will only be taken into account if the first box has something written in it, this can be done by using histogram analysis. I would like to ask: 1. Will the input pictures always be in black and white? 2. What is the output picture format, jpg? We can also build a GUI for the application so that you can select input picture from a dialog and also with which you can select desired ouput images format like png jpg etc. Please let me know.
