Develop a Desktop Application for Windows: A Data Recovery tool

We want to create an application that will recover files from all Window Operating systems like Recuvas software (can be downloaded free here: [login to view URL]) or Reclaime software. Features: 1) Will run in all windows operating systems XP,Vista,7,8,10 64bit/32bit 2) Will support all kinds of Filesystems (NTFS,Fat32 etc) 3) Will display a directory structure with the deleted files shown and the existing files shown 4) User will be able to select files to restore 5) Will be able to find lost partitions 6) Will be able to restore formated partitions 7) Will be able to perform deep scan to find RAW files 8) Will be able to save the scan result so it can be loaded another time Other features: 1) There should be a server controlling the licenses of the software and activating/deactivating licenses based on internet connection or phone code activation 2) We can control the licenses to be forever or yearly 3) We should be able to resell the software to other companies under their own brand so they will easily be able to change the Translation, logo and branding of the software (even the name) to brand it as their own.
