We support a fantasy golf application at www.FantasyGolfTeam.com. We have a custom module that allows a user to select a team of players, and at the end of the process they are directed to PayPal to pay for their team.
A recently contributed module (Commerce Account Balance) allows user to maintain a balance of funds on the web site to pay for transactions such as these. We want to modify our custom module to utilize this functionality instead of automatically directing the user to PayPal.
Changes
1. After a team is selected the user is asked to “Enter” their team. Instead of forwarding user to PayPal, the system should check the users account balance to see if there is enough money to cover the cost of entry:
a. If yes, reduce balance by entry fee, enter team info in database, and present confirmation screen
b. If no, tell user they need to deposit funds, and offer option to cancel or send to the “deposit funds” process
2. Other changes:
a. Need admin access to user account to manually adjust balances
b. Need simple query/reporting on teams in database
3. Developer input needed: When a league is created, should a unique item in Drupal Commerce be created?
Glossary
Event: a specific golf tournament. Multiple events may run simultaneously.
League: a contest with a specific entry fee and a specific number of entries. Multiple leagues per event can run simultaneously.
Format: A league may have two formats:
1. Groups – a user selects a tournament competitor from a group of competitors to select their team
2. Salary Cap – a user can select any competitor as long as the cumulative cost of their choices is below a maximum (“salary cap”).

I love drupal and I have spent four years of my life developing with it. Drupal is not smooth and in fact it is more complex than symfony itself.
Your project can be done once the code is understood in the custom module. How is the documentation?
The budget is a bit low for the kind of functionality you have required. I would have quoted lower if I don't know drupal very well.
