looking C# expert need

I am looking for someone to help me with my project. I am willing to pay if the job is successful. The project consist of a SEED and KEY in a Engine Control Unit(ECU). The ECU is locked until the correct KEY is entered. I think its a 32bit encryption for both SEED and KEY. Which I know is extremely hard to unlock and figure out the algorithm. So this is why I am seeking help. The SEED and KEY is Dynamic which means the SEED always changes its never the same. I have a hardware that generates the KEYS for the ecu.
