Hello,
I am interested in prototyping a device that connects to a computer and displays LED lights based on software commands. What is needed is a breadboard working prototype and corresponding circuit diagram. Since the connection is wireless RF, then it is 2 devices the transmitter connected to the computer via USB and the box itself. Attached is an illustration and notes to better explain this.

I have the project done for you as such :D You just need to let me give it to you ;) I have a lot of prior experience in designing circuits using micro-controllers. I have conducted various workshops and handled a minimum of 25 projects on this in various universities. And coming to this project, this very project was what I did in my university as part of my final year curriculum. So the circuit is done with. We propose using crystal based transmitters at 355MHz, which are widely available for around $5. The transmitter is connected to the PC with the Atmega32u2 USB microcontroller. On the receiver side, we use a E4000 RF decoder to extract the base band signals and process them with a PIC24 microcontroller, which can optionally be connected to an Android phone. The receiver can be build for around $10. The RF decoder can process upto 1.5GHz, so we can use any low end ISM band. 355MHz is commonly used for car and garage remote controllers. They are very low cost.

My team have designed a similar project 0n 2.4GHz range, we can show you its demo. It requires no special drivers in windows for USB, it is just plug and play device. It is implemented on 802.15.4 standard (Zigbee) so it have catered all network contingencies for all other hooked devices around it. We will provide a complete box solution which include component stuffed PCB and casing. For your project we have only to design GUI.
