Create webpage for our Windows Server - open to bidding - repost

Last developer promised to create the Webpage but never finished just got money from me. I am a good payer. But don't bid, if you are not able to work successfully until the end. Wordpress CMS webpage needs to be finished. Here are the existing requirements from last project description: I am looking for any CMS system which included any shop system and where I don't need to pay fees. Wordpress with language dictionary items (Textfile) would be a solution. I have existing Windows IIS7 server. Wordpress PHP5.4 was used by last developer there with Wordpress. Can you install on my server any web CMS system where I can: - Create main pages / category - Create sub pages - Support minimum 2 languages (English/German). I can also add sub pages but user needs a switch or entry for language decision. - File manager for uploading files and downloading with download counter and user management. Could be the same module like shop system. - Shop system where I can upload any item and user can send me any shopping cart list by email.
