First of all, DO NOT NEED the Freelance to develop, just need to create mockups for whole system (servers, applications, web sites and others) for an Online Storage System (just like JustCloud, SugarSync, DropBox and others). After create Mockups, need the designer to manage the development with other freelancers (already hired - one for software development and other for WebSite development). Since my team already manage lots of servers, servers configurations will be made by my own team. Payments must be released according to project development.

It is my understanding that the scope is to do the mockups of the project and provide to you. If this is the extent of the project then it can be completed rather quickly. However a time is required to clarify requirements, ensure that the design aligns with your vision and to get your sign-off on the project - quality assurance. Therefore, I have included some time to ensure that these items are also completed while allowing for the human factors.
