Video Editing Solutions to Enable "Normal Visibility" for Bunch of Video Clips

Attached a screenshot of a single instance of recorded video being played on screen. Can you see what is written in detail ? I need visibility to be normal, so I can read the words shown on the screen and see clearly any of the words there. If after expanding, the words become distorted, then equally an expansion does not help. Would solicit solutions. You may propose your solution. If your edited sample works, I will award project to the freelancer to fix same problem with a bunch of my video clips recorded this way. I can however send samples of the affected videos to the freelancers bidding and see if they can send back samples showing the "Best Remedies" they can deliver, before I consider "Whose Fixes" is Best to award the project to.
