quick vbs or powershell script to query Sybase DB and mail

I would like to add a script to Windows scheduled task to run every 15 minutes which should perform the following: - Log each action to a log file - Run a query against Sybase DB. Select statement that looks at the 15 most recent rows for a specific value in a column. If the field in the table has a specific value for last 15 times in a row, then something is wrong and send a mail via smtprelay. - if that value is not found in the most recent 15 rows during the last 15 minutes, then log and exit. There is a date and time combined field that should be used to look up if the most recent rows have that specific value. I am flexible with the script if you have better ideas. But please ask as many questions up front as this is due right away. This script can be written in vbs or powershell. I started on this so I have somewhat of a half done script. Thank you.
