Sort shipping calculations Wordpress - plugin customisation or creation

[login to view URL] - this is adult paintings etc so only apply if you are ok with this I have installed WooCommerce Per Product Shipping plugin. This plugin ONLY allows to put a price for each single country per product. I need to be able to set country “Zones” or groups of countries where I can add a list of countries to in one place as a group to use for each product for calculating shipping. Then I can use a code or a dropdown for country zone and set a price PER PRODUCT for that list of countries in that zone. I do not want to have to set a price for every single country for every single product so I need to be able to assign a price to ship to a ZONE or GROUP OF COUNTRIES which I have created in a separate area. I only want to set the Zones (list of countries) once, which I can then use for any product. E.g. I may want to set a price per product for “Europe – EU” with all the countries in that zone which I can create once and then “Europe – non-EU” with those countries in. I still want to be able to use single countries codes and also be able to set shipping to single countries or country zones as FREE shipping. Currently you can’t set shipping to zero using the per product shipping method (it says value has to be at least 1), so I need this enabled also so I can set free shipping to some countries or zones. I then need the front end on the shop website to calculate the shipping rate based on which country the user is in, using my country zones I have created or using single country code price set in backend. It should check all single country codes first and then if their country is not there, check against the country zones and see if their country appears there. User should be able to change the country they are ordering from also. If I haven’t set a shipping price for the country they are in for that product, the message should read “Sorry, we may not ship to your address – please contact us to see if we can still help with your purchase on (add email address here)”.
