Probably it is not Apache which is using high cpu but PHP. I propose to review your settings, see if you use php-fpm in place of php apache module (can be the cause). For even better performance I propose you to replace apache with nginx, and also try with php7 which has much better performance. I will consider job done, once you are happy. root access will be necessary.
