Hello First tell your hosting to mail server work or not, If not work than its changes from joomla configure. there 3 option in joomla configuration, change mail server and check one by one.

Dear sir. i have completed a sample issue. Please check it in my recent project. As i know from joomla 2.5 and Vm. it happens the issue. If you are using joomla 1.5 then it works fine. If you are using joomla 2.5 or higher , i think you are not using paypal as payment method. because paypal payment plugin will not generate email notification or if it does, i think you have made a custom work there. Or you did update the site to latest version of joomla and virtuemart. the issue will appear. Let me check this issue. I have much experience with this type of job. fixed many job like it.
