Add PHP shopping cart, allow cookies functionality to website

Below is a summary of the project. Complete details and requirements of this project with pictures for the design is included in the attached zip file. I have a Helcim account, a hostgator account, and a website that is totally coded in HTML. You will be provided the HTML of the current website. I will provide the name of the website in chat so you can check it out. It looks like the website in the image on page 2. Your task is to 1. make this website compatible with phones by tweaking the html. 2. you will implement an ‘add to cart' functionality similar to [login to view URL] allowing and end user to add items to a shopping cart, then after shopping is done, allow them to pay for the transaction using a credit card on a payment screen (image 2) . With this add to cart functionality, when a user places an item in the cart, the number of items in the cart in the upper right corner of the screen is shown such as in this picture. This functionality is similar to Amazon.com. When the user clicks the cart, they will be provided a screen to enter their name, address, and credit card information. See Figure 2 for this snapshot. When the user places the Submit Order button the order is placed. 3. You will also add a cookies consent message at the bottom of the screen. This screen shows for a user until the accept button is clicked. After Accept button is clicked, the screen does not show for the user anymore for the lifetime of the browser. The cookies notification message is shown in the picture on the next page. See Figure 1. You will use PHP, and cookies for the functionality. The functionality of the website after completion must be PCI Compliant. The html version used must be less than HTML 5 and it can not contain any functionality of HTML 5 or greater. You can not use wordpress or third party software. It must be hand coded in PHP, HTML and you can use javascript. You will be given access to a hostgator account to implement your solution. You will be given credentials for a [login to view URL] account to implement the processing of the transactions. If you need any other credentials, I will provide it to you. There are no databases involved in this project. If you have a way to implement this project that doesn’t involve the rules above, let me know and I will consider your solution for this project. For instance, if you have a solution that involves a database or using different technology that can be used for this, let me know and I will consider. Orders placed in Pennsylvania will need to add 6% sales tax. For calculating shipping costs, a table will be used as specified in the zip file.
