I'm a programmer from Winnipeg, Canada. I have been working in web application development for over fifteen years, including eight years working with .NET.
What I propose is to create a web-based version of your decision-making software using PHP, MySQL, HTML5 and JavaScript/JQuery. This is the preferred application stack for HostGator, so there should be no conflicts there. I'd also recommend a responsive design that would allow the Calgeni Online product to work well on phones, tablets, and widescreen desktops, all with the same web pages.
Some projects I've worked on that have similarities:
1. A rebate calculator for a large agricultural input corporation.
2. A rewrite of legacy insurance software into a web interface using .NET.
3. A responsive booking website that worked well in all resolutions and also included multilingual capabilities.
I've always been interested in bringing desktop applications into the web, and with the tools available now I've been overwhelmed with how good it can look and work.
