IP Rotator

This program will be a standalone package. Program will allow for input of a minimum of 3 , with no maximum number of IP's to be available for interjecting the IP's into the proper place within the DM system at the appropriate time. Programmable / Selectable Rotation time will be expressed either in X amounts of time (seconds-minutes-hours) or through "X" numbers of emails sent through the IP (minimum 1000 with no maximum, plus a box that when checked will deactivate the counting and allow for unlimited numbers of addresses to be sent without rotation). These two functions will be activated or deactivated through an "either/or" toggle. The IP's will be used by the DarkMailer program and NOT the mailserver hosting the program. The program will be able to send out a pre-programmed message to up to 5 email addresses ( user changable ) whenever either the rotation program or the DM program stop working for any reason. The message will be different for each of the two programs. This feature will have an on/off toggle. The program must be password protected so it may not be downloaded off of a mailserver without a code/password that we would be in charge Please use a programming language that is stable, versatile and most of all, familiar to the programmer community. If we need to use a different designer than yourself, in the future, it would be helpful to have a very familiar, very versitile language for the programmer to work with. We are not extremely technical, we know what we want as an end product and open to ideas. Or if you have an alternative. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform The program will be windows based. Windows NT/9x/ME/XP compatability if possible, but stability and glitch-free is of more importance hereThe minimum OS compatibility is XP and Win 2000/2003 server though.
