Wordpress CSS Header, Nav Menu, formatting and Footer fix

I have a Wordpress site which I am building that requires it look like an old site built on the [login to view URL] platform. Basically there are issues with six things that need fixing ASAP, most of which I believe are CSS issues. 1.) The site header (simply need it to look and function as it does on my previous Wix site) 2.) The primary navigation menu/buttons (again, it needs to look like it does on the old site, but having issues with centering and spacing the menu items, as well as having the child menu's stay active while hovering over the main parent navigation menu. additionally, there are a few buttons which require gradient coloring and font adjustments) 3.) Paragraph formatting on pages (it is currently full-width, needs to be compressed down to be aligned with the site header & menu 4.) The footer (must match our old Wix site's dimensions and content) 5.) Fluid site width (resizing the browser causes several oddities with some of the items on the header. would like to fix, but if impossible, simply remove fluid site width and switch to static) 6.) Cross-browser compatibility (site looks incredibly broken in chrome and safari, but okay in firefox) I really need someone reliable and solid to work on this project, and who can provide me with a speedy, yet realistic timeframe of when the job will be completed.
