Finish a website

I am looking to have a website finished after the previous designer was overdue by 3 months with no sign of the site ever being finished. The original spec is as follows: "Looking for 2 sites which are linked by an API. The ecommerce site will feed the MLM site with information to pay commissions. The ecommerce site will allow member registration and assign each member a unique ID (-simple). This will allow members to refer others to their unique URL, i.e. [login to view URL] thus allowing tracking of referrals. The ecommerce site will be set up to provide products which admin can add in categories. These can be searched for by members and allow them to buy as many of the same product as they want for a credit each. Members will sign up on a subscription basis and pay via Mobile Payment or Online Payment Gateway. Every week, they will gain one or 2 credit dependent on the method of payment. Each product will have a credit value. The MLM site will be a 5X5 forced matric MLM system which members of the ecommerce site must have opted into to be in the matrix. They will then be placed in the matrix. they will be paid out based on the number of people beneath them and their number of referrals. The MLM site will also have areas for checking commissions and making withdrawals, and purchasing marketing materials. Both sites will have an admin portal relevant to what each site is doing. All products can be managed and members details viewed/edited/removed in the ecommerce site. All commissions can be seen on the MLM site as well as being able to view the matrix. More detailed specifications will be delivered to the winning bidder. My maximum payable for this project is $800 but the winning bidder will be given a place in the matrix. Additionally, there are a lot of free scripts available to help with this project and custom-built MLM script going down 3 levels will be provided. All timewasters or bidders who copy and paste a general introduction to their company will be ignored. I need someone I can communicate with." The site is now just one site where members can opt-in to the MLM side. The site is currently at [login to view URL] I need this finished asap with full payment integration completed. Everything is almost finished but the main thing that needs sorted is the layout and browser compatibility across Chrome, IE and Mozilla. I outlined everything that needed fixed and changed to complete the site for the previous designer so I need someone who can tidy everything up, make the customer journey simple and easy, clean up the admin area so that everything is organised and manageable, understand the MLM structure and explain how it works to me, and finish it to a fully working and attractive site. Additionally, I need a logo and the front page content changed. I have put the budget as $250 but the full budget for this is $300 with a bonus payment of $100 if completed within the timescale you set out. Thanks
