Please elaborate a little. Is the scanner going to be connected to a P.C.? Is the programming language predefined? Is there low level programming involved or would a graphical programming language suffice? Do you need a GUI in order to record data on, say, a laptop or do you need an embedded data logger which will store the data in a Flash dirve?
