Dos to Windows conversion

Hi I am using a piece of old software that is DOS based (but does work when executed from Windows XP). The programmer used to be someone reliable, but is now no where to be found. I need someone to help me do the following 1) I'd like someone to help re-design the program to make it windows based with the same functionality 2) The software is a payroll program, but I cannot add any more clients to it because only the programmer could do it. I need someone to work out how this is done, and help me find a solution so that I can add new clients on there without much problems 3) if the above two can be done, then i'd work with the winning bidder to help me develop additional functionality on this program (such as making the program web based, adding extra reports, etc) I hope this makes sense. I am happy to clarify if necessary - but at this stage I want to find someone who can do 1) and 2) and 3) above without difficulty and where the price is right
