Research how to build video chat

I want to build an internet service called based upon video chat. I have done some web searching, and see some possible open source software, as well as SaaS web APIs. You must do research on possible platforms for building this video chat service. I desire the following features. If one of two features are missing, that is okay. If ALL of the following features are missing, that is not good, because then the approach is not at all flexible. * My service can suggest two chat participants through IM, and they can choose to accept the chat request and connect over video. * They then begin a video chat. * My service can determine how long two participants are chatting for. * My service can monitor and capture the chat. * My service can terminate the chat if it chooses (e.g. if the chat is more than 10 minutes). * My service can prevent two users from engaging in chat. I need you to research different options for building this video chat system. You should look at: * Open source programs for video chat. * Closed source libraries. * Web APIs and web services. * etc. For each option, please estimate: 1. Initial cost to use this platform (if it is not free). 2. Recurring cost, i.e. cost per hour of video chat, or bandwidth consumption per hour of video chat if its not a hosted API 3. Is this a branded solution, or is it white label (I can use my own brand)? 4. Which features are present? Which are not? Can features be added or not? I am looking for a comparison of a handful of options, so I can evaluate the alternatives and figure out which is best for my budget.
