Wordpress Plugin offering free file download for reciprocal link

I would like a wordpress plugin that will automate the giving of a free file (in zip format) when a verifiable reciprocal link is given. Basically, I want it to be able to produce a form where a person can enter their name, email and permalink where the link is, and if the link can be found on that page, the plugin should create a unique download url for that person to get the specific file. The back end should allow me to specify the secure folder location, upload files there, create the code to paste in posts to generate the forms needed, and track the downloads and permalinks submitted. The attached file includes a more specific list, plus an idea of what the admin section should look like. The finished product should be installable as a plugin on any new WordPress blog.
