Magento Pre-order stock control and stock control

i have a company website using magento 1.4.1.1. Our company sells only b2b using the website as our main avenue of selling through. I require the following work on our current website: 1. PRE-ORDER STOCK SYSTEM I purchase products in advance of my stock becoming physical in the actual warehouse. I do this in order to pre-sell the goods prior to receiving them in stock. I require an extension that can split customer orders on the front end, creating a physical stock order for immediate dispatch and also a pre-order (backorder). The client must be notified of this with the expected delivery date/s of the back-ordered items (also, splitting the order more than once if there are differing stock delivery dates). In the admin panel it is necessary to see the physical stock level and the backorder stock (and the pre-order stock minus the customer pre-orders if the physical stock is zero). 2. STOCK CONTROL/STOCK MANAGEMENT I want to create a stock control system whereby only certain staff have access to the adjustment of stock, unlike now whereby all staff can amend the level of stock if having access to other parts of the system. I require the stock system to be controlled using a stock movement control (stock in / stock out) which records the history of the adjustment/s made. I also wish to be able to upload the stock as we currently do via CSV file, for example when I need to make major stock adjustments after a stock check. 3. CREATE A NEW TAX ATTRIBUTE I require an attribute for tax that is applied as a percentage of the total final value of the item, this is a final tax above any other taxes, (should there be any other taxes). (excluding the shipping fee). This tax is a percentage based above the final price of the item and this percentage varies according to each item group. This tax percentage also needs to be uploaded via the admin panel as a CSV file, as per the other attributes. Note: The website has 5 separate stores dependent on the country states. This final tax described in #3 varies per product and per state, and all customers according to country state are grouped in their appropriate store.
