This is music to my ears so let me break this down and see if we are on the same page: You mention App's I am going to assume Native app's now if you want fast results we can use your designs and make Hybrid App's with a REST API and then latter on you can plug in any other 3rd party service and even the native App's I mention this for good reason also which I can elaborate on a call. Now moving on the web site is a MUST its your marketing and corporate image luckily for you 90% of all our web work is done with only Laravel once again for good reason as its the best frame work out there currently in my opinion and many other experts opinions...that one we will do for free just to help out. BONUS - You saved allot of time and planning by having the Designs already prepped and ready to go so all we would have to do it the CSS and HTML. Lets talk for further finer details so I can give you an accurate time frame.
