Hello, your quiz app seems fairly simple to implement. It is hard to say how much time it will take to write without a basic UI design. I presume you already have a design in mind. The other thing to consider is the admin interface. Will admin post a quiz directly from the app, or will admin create a quiz from a website? Lastly, this whole system needs to run somewhere. I think that a simple, reliable web server with PHP and MySQL database is all you need for this project. I would design a database structure that can be scaled if you want to add new features to the application in the future. I would implement an API in PHP. The Android app would use this API to read/write data to the database. This also means that you can develop web apps or mobile apps for other platforms, all of which can use the same API.
