Well, Fairly speaking This project seems pretty simple not only to me, even for any other iOS developer out there. I would suggest you to have atleast 2-3 icons inside your app that will launch different target url of your webapp. So Apple will treat it as app and process of app approval will be much smoother. I can help you to develop this app, using iPhone webview, witch back, forward, refresh page icon, even copy current page url. Since I will develop as inApp webview so user will never leave your app. My webview can show error in loading content if there was any error, so your app user will not frustrate in some case.
