Marketing a university looking for international students " commission based project "

I'm an Education agent and I got a new agency contract with METU NCC, I wanted to have a big start with as much International Students as I can, there are people working for me online and our agreement is this for every student they bring they are taking 250 USD and if the number is 6 or above they are taking 400 USD per student; However, the payment will be after a year , if the student stayed for one year on campus. just as an example, you brought 6 students for next semester ( Whatever their scholarship is ) you will get 2400 USD whenever the second semester fees become non-refundable.
