Site Creation and mimicking, with weekly SEO and lik buildin

I want to create a mirror image with some improvements of a USA regional web site and take it national. I like the formats and links this site/blog has and the order in which they are in most of it is public information). However, I wish to offer a couple of more products and to target the whole USA. I need this site to be in top 5 organic searches within a few weeks of our start date. I need this site to be able to be simply duplicated in the other states. The name of the site will always be the same, or domain name in that state. However, we may change the company representing us in that state from time to time. For example: We deal with lawyers that specialize in different aspects of Law. Our Domain name be [login to view URL] Today the Lawyers licensed in this state are Jensen, Smith, & Obama 3 months from now the law firm representing us may be in this state may be Garcia, Jackson, & Kaplan This is also state specific in that the licensing from state to state is different. So basically the same site would work in another state like California but the domain would be [login to view URL], but the lawyers in this state would be Johnson, Horwitz, & Shapiro or some other firm. They couldn't possibly work in Florida 1. they are not licensed in Florida, and 2. they are 3,000 miles away. How would they go to court?
