SoundCloud Follow to Download

Hello, Can you create something to look cool like [login to view URL] ? This site has to be very simple to use and have just one option which will be free - follow to download. Users will have to connect their SoundCloud accounts, agree to the terms, and then be able to set up a follow to download campaigns on their tracks. Users will have to upload the same track to SoundCloud again, make it private and enable downloads. After somebody follows them they'll unlock the Download button which links to that private track's link (Users will have to submit it in the set up process). The Download button will have to behave like a link to that private track with the addition of /download at the end of the submitted url - this will start the download without opening SoundCloud. How much would something like this cost me? Thanks in advance!
