I need an admin system built

I have a website that I currently make money with in the internet marketing niche (selling a digital product) and I'd like to build an admin system that licenses a copy of this system for a monthly fee. I need these abilities: 1. a system I can log in and manage members subscriptions, see the number of active members (be able to see this by current payment status), and delete or create new users. Here's how it needs to work: 1. user goes to sales page, user purchases license from me through recurring cost through paypal. 2. after purchase, they are automatically directed through registration process. They first enter a domain name they want to license the system under, their name, and their paypal information to accept payments from future customers. 3. After registering, they then finish entering the necessary information and the admin system creates a new copy of the website, automatically adds their paypal information into the BUY button on the website and then their website is live. The website the system needs to copy will be using the same graphics and code over and over (its responsive html code), it just needs to update the links so that the sales funnel works properly. This is a bit of a complicated project and I will need your guidance on how to "best" implement what I'm wanting.
