Family Photo Clarity and Object Removal and Improve the Resolution

For this particular task, I am looking to bring out the best in a family photo that means a lot to me. The changes I need include: - Removing a balloon obscuring a face in the photo, - Wiping out the background to focus on the family, - Improve the resolution, - Increase visibility of people, - Increasing the photo's clarity and brightness to make it pop. Notably, the photo was taken on an Apple iPhone 15 mobile phone, and I lack information regarding its resolution. However, experience in working with smartphone photos is vital for the success of this job. Strong skills in Photoshop or similar software will be required. On top of this, the freelancer should have a solid understanding of resolution modifications to handle the task regardless of the original photo's quality. I really need this photo to be the best it can be as its the only one we have with everyone on together, so it would be fantastic if we could see everybody's faces.
