Build me a peer to per website

I'm strictly looking for someone who's done a peer to peer investment system before. I need a site, where peers give help to each other financially. A peer goes and pledges a donation and we allocate his donation to another who is seeking that help. They must be able to login to the system using their credentials. They go and pledge an amount to invest, then are given a Peer to pay t0 , they then pay it using a local currency at a local bank or Bitcoin. The system needs to connect to Block.io. After payment the system should allow the peer to attach proof of payment. After confirmation of payment there must a timer that count down the 5 working days (Monday to Saturrday only) period of investment.
