Good day, This sounds like an exciting project and is every web designers dream! I love to do photo portfolio websites and have done a few myself. I think using a website engine called WordPress would be our best be. That way, to add photos you would not need to go through any complex code, you could just log in to a website and add the photos, kinda like adding photos in Facebook. Anyways, I would be more than happy to design and code the WordPress website to your needs(We could make it look really nice) and then I could even train you on how to add/delete photos and other content. Well you want a photography web site and you want to put your own photos, I guess you are a photographer by profession and want to show case your work or to build your portfolio. Any way for this you will need a design as a prototype based on which the coding will be done to make it functional so that you will be able to add/upload your own photos to the site easily. Would you like to create a new design (photoshop based design) or it would be okay for you to choose one existing design and do some modifications in it according to your will? Free web templates are available for the purpose as your requirement is and you can find a lot online. To be frank I'm a developer not a designer but I could start with existing web templates (HTML & CSS templates) and it will also fit your budget. I can build you the websites back-end and front-end both. The back-end will be a secure area only accessible by the rightful owner having the correct id/password combination. I will build the back-end login system, change password, forgot password for a single user (for now) as you will be the only user of the back-end as I think. After that using the login system you will get access to the back end where you will be able to upload your own photos. (Do you need to categories your photos?). I can facilitate to store certain oher information along with each photo if you would like to for example (title of the photo, category, date, description/story, type of photo graphy, dimenssions, etc).
