We have a hard limit on the budget, so we prefer not to be finished if we need to in order to stay within the budget. If it takes longer we're properly not good enough in presenting the job to the freelancers (purpose B)

I have working knowledge of kibana+elasticsearch. I worked on that multiple times and have strong knowledge in building graphs visualizations and consolidated dashboards using kibana 4.

Hope you are well.
I'm currently work for a large Pay TV company in South Africa where I've championed the use of Elasticsearch for a number of use cases over the last 3 years.
One such use case is the collection of application logs from a distributed set of web services and applications across many servers to a single Elasticsearch cluster using the ELK Stack (Elasticsearch / Logstash / Kibana). Currently we index in the region of 60-80GB of logs a day.
I'm also very comfortable with Kibana as a visualization tool and have created a number of dashboards for both operations and business users.
Assuming that you have different server roles in your environment Application Server being one and your Elasticsearch Server being another I would propose that we create two virtual machines on which I can setup the necessary log processing and indexing. For this I will need know the OS and version you are running. Some idea of your applications may be useful as well.
Once the we have the data in Elasticsearch we can run through a few iterations of the dashboard you require to tweak the index mappings. This is may or may not be required based on how you intend searching/analyzing the data.
At completion I will provide a document that captures all setup, configuration and details of scripting that went into the solution for your operations staff to apply in your environment.
