Project of Transportation

I majoring civil engineering and i am taking design 1 class, we are given a location of doing development project. My group is doing a community has arrond 53 house and my part in this project is doin the transportation part as a transportation engineer. I already created the plans but i found out later that there are wet lands so l need a transportation engineer to design and i have the links for the codes of roads to determine what type of roads im using in my project, so i need to submit my first proposal and my advisor sent me the instructions of doing the proposal. I need a good transportation engineer and he get well paid.
