Super-Resolution Video Processing

I need a programmer to implement a specific Super Resolution algorithm for video image processing. The basic idea is that given a series of frames, you can interpolate spatial information. By applying that information, you can increase the resolution of every frame. The algorithm is described in a very clear 39 page PDF, which is attached. However, the math is advanced, and the algorithm is complex, so it may take some time to read and fully understand. DO NOT take this project unless you're comfortable reading academic papers and translating written equations to running code. I will provide sample images for use in your testing. You may choose to implement the algorithm in 1) straight ANSI C, or 2) C with OpenGL: 1) ANSI C. A command-line program which takes a directory of numbered PNG files as video input, and outputs a series of numbered PNG files as video output. Only ANSI C may be used. You may use any library to read the PNG files, but all other libraries used must be BSD licensed or similar. No GPL. 2) C with OpenGL.
