Hard Ware and SW project

i need to design and make a Hard Ware device with a SW tailored inside it for deaf and dumb i need a HW experience person in electronic circuits and designing SW and connecting the device with SW details of SW will be said later ( and if you have any idea of what SW could benefit Deaf and Dumb it will be great ) but first is there any one who is experts in designing and producing hardware? even cost wise will be discussed later after seeing who is good in designing HW
