I need a structural engineer calculations for revised box frame

Hi, I appointed an architect, and he made drawings for removal of a load bearing wall, by creating a steel box frame with 4th frame 2 feet beneath the ground . However builders deviated from drawing. They did not have a moment connections but placed the top beam 100mm both side into brick wall. Used regular bolt connections on all four corners. Building Control, came and were not dissatisfied but asked for revised drawings and top corners to be welded with plates. They were satisfied structural sound and will not come again. They are asking for revised drawing and structural calculations based on shear connection welded plate top two corners. They want photos of weld. And will sign it off. However my architect turned out to be a dubious character and refused to help and re do calculations. Basically the current site layout is sufficient for Council but they need it drawn and recalculation needed , a audit trail/ paper exercise. I repeat the Council are not dissatisfied in anyway but need revised drawings and calculation which they are certain will pass because the load of house is significantly less than the load capacity of the deviatrd box frame. Can you help with this? Apologies for long message.
