change to existing USPS component

Enclosed is the dll for getting rates from the USPS website. However, there is a change that needs to be made. The change to be made is on the component is there is another item that needs to be added to the collection of rates. The item is whether returnreceipt is available or not (true or false). For the international procedure, if blnReturnReceipt is false then it would return false for all the rates because they were not requesting return receipt. If its the U.S. procedure, then always show as true. If its an international procedure and blnreturnreceipt is true, then if the return receipt is available, then it would return true. Otherwise, it would return false. Here are a few countries to test with. 1. Austrailia 2. Norway 3. Germany For Austrailia, return receipt would be available. Therefore, it would return true. For Norway and Germany, it is not available so it would return false. Let me know if you have any other questions. ## Deliverables 1.
