algorithm for generating codes of random numbers with 11 digits

I am very proficient in c, c++. I have 15 years c++ developing experience now, and I have worked for 5 years. My work is online game developing, and mainly focus on server side, the language is c++ under linux. I used c++ to make many great projects, for example, I made the tools which can convert java files to c++ scripts which has the same effect, of course garbage collection included. According to your high level of security, it has to be done sophisticatedly, i.e. computational security. We have an researcher doing Cryptography. We are capable to design and implement it for you. I am currently learning to program and am willing to do this project for free as a learning aid. I have been learning c for a few months now and have a good understanding of the language. I would of course need to know your specification in terms of whether you would like random number to be all digits or some letters and digits etc and also what exactly you need in terms of where the output of the program would need to be stored... IE do you need it saving to a txt file or excel do etc. It can't hurt for me to try.. If I can complete the task you can always pay what you think it is worth.. Have a think and let me know
