Hi! I have an experienve working with nRF51822, I've developed a state machine working with SD110 BLE stack providing some GATT services and API for RTOS runninng on a neighbour MCU communicating with nRF via SPI. I also have experience writing a driver for accelerometer (adxl364 for stm32). I already have nRF51822 and everything needed for developing and debugging sw on it, so all I'll need from you is accelerometer. I don't quite understand why you need Keil IDE to work with nRF51822? I personally prefer opensource IDE and I'm completely fine developing in Eclipse, running debugging tools (Segger Jlink sw), compiling on Linux. Anyway, if this is something crucial for your project I do have Windows and Keil with other Nordic sw tools installed there.

I would say, I'm the best candidate for this project. I worked on BLE smart band (based on nRF51822) for more than one year. I have hands on experience with both firmware and mobile app for BLE applications.
