Custom portal for Android device with HLS and RSS Feeds

I am interested in finding a Freelancer capable of creating a custom portal for an Android tablet device. The portal must be easily loaded (either starts as soon as the device is turned on, or easily launched from the task drawer). The portal is an interface to an IPTV solution. Basically when a device is given to a customer they will be able to select a range of TV channels from a list, and the portal will play the channel utilising the HLS protocol. Initially the channel should be loaded in a smaller window with a button to make it full screen. Channel list will be provided through an API into the IPTV server. In addition the portal must have the capability to stream RSS feeds at the bottom of the screen including the ability to only records from the RSS feed which equal a keyword which can be entered into either an external webpage (think cashier desk) or setup easily on the Android device itself. (example of what I mean: We bring in a RSS feed from a local news broadcaster and tell the portal to only show the information when the keyword (accident) is in the record) When the customer first enters the portal they should have a window on the left of the screen which has a live feed from the IPTV server and on the right a list of options: Watch TV, Read News, Browse Internet, Call Concierge When selecting Watch TV it will then focus on channels from the IPTV server though an option to return to the main menu must exist. When selecting Read News it will then link to an external website where they can browse news stories though an option to return to the main menu must exist When selecting Browse Internet it will provide browser functionality (utilising a third party browser is acceptable) though an option to return to the main menu must exist When selecting Call Concierge it must indicate on the screen that a concierge has been called, and then send an email to a preset email address --------------- The completed project is deliverable on April 15th 2012. The portal must be completed including testing by this time. Assistance on locking down the Android device to limit functionality is required.
