Design Ball & Socket joint - with the manufacture of 10 parts

Hello, I am looking for the design of a small ball and socket joint. The ball piece and socket piece will be to separate pieces. Some Requirements: 1) The socket shall be no more than approximately 10.75 wide, outside edge to outside edge. 2) The socket shall have a notch - Important- so that the ball piece can be rotated 90 degrees with the socket base and ball base being able to lay flat against each other. (See drawings) 3) The walls of the socket shall be approximately 1.5 mm thick. 4) The socket will be formed to a flat base that is 10mm wide x approximately 220mm long. 5) The base shall be 1 - 2 mm thick (if possible). 6) The base shall have 2 screw holes with a diameter of 4mm. Exact placement TBD. 7) The ball part shall be approximately 8mm in diameter. See notes below for determining exact size. 8) The ball shall be formed to a connecting piece approximately 20mm long that decreases in size until it connects to the flat base piece. (See attached drawings). 9) The Flat base piece will be 10mm wide x approximately 220mm long x 1 - 2mm thick (if possible). 10) The flat base piece of the socket will have 2 screw holes 4mm in diameter. Placement TBD. So, basically, I'd like to have the ball part to be able to be rotated with the friction such that the ball part will maintain its' position with maybe a half pound of force needed to move it. The notch on the socket is important so that the socket base can lay flat against the socket base. The material I would like it to be made out of is stainless steel OR ideally some type of black steel. The ball would have to be shiny and smooth to rotate nicely within the socket. The socket part would have to be smooth as well. Please reference the drawings to get an idea of what I'm talking about. You can see the attempts that I have made so far, but I don't know how to complete this design such that the ball is within the socket with the desired friction. Furthermore, I do not know how (yet) to get these parts manufactured in small production runs. Part of the cost of this project is to include 10 pieces of each part. Ideally, I would like to be able to get these parts at a cost of $3-$4 per pair in larger quantities. The designs that I have done so far I have done in Blender.
