build a magento plugin with workflow

i have my online store and and i am facing a difficulty in securing the cash to fullfile orders for customers. i need to add a new option for my store where i can have a data base contains fullfilers. it works based on the fulling logic: 1- we ad an option to the store where fullfilers can register their details, credit card and have a dashboard for the orders they paid to fullfile. 2- when a customer orders an item from my magento store, those who are registered to be a fullfiler will recieve a notification saying a new order is live, its cost is 100$, do you wish to fullfile it... 3- the fullfiler press yes... 4- it goes to his dashboard and got removed from the unfullfiled list 5- the system deducts the cost amount from the fullfiler credit card and send it to the company bank account 6- there will be profit for the fullfilers based on the amount they spend on one transfer(1$-100$) they get 3% profit after 30 days (101$-250$) they get 5% profit after 30 days (251$-500$) they get 7% profit after 30 days (500$+) they get 10% profit after 30 days 7- after 30 days, the fullfiler dash board has credit of the amount he lend us+ the profit%... and from their he can request bank transfer.
