Automated data display system.

This project includes both hardware and software integration. I am hoping you will be able to help source the hardware devices needed to complete the system I am trying to create. Think about private gated communities where cars entering the gate have these special stickers that is read by a special reader (not barcodes). Similar to the NEDAP identification System. (the reader must have a range of up to 15-20ft) . I need to create a similar system where the reader (located outdoors) is linked to a computer system (located indoors at least 100ft from reader device) that connects to a monitor that will display in real-time the name associated with each tag as they pass the scan point. Of course the scan should only occur once and then the reader will wait to read a new tag. It needs to red-flag in the event of a duplicate tag. The information displayed on the screen should represent the order of the cars that have crossed the scan point. The monitor display should be a rolling list of 10 names during high traffic times. Every car/driver will be connected with a staff member in the database with a department number. So for example one line should look like this: Car/Driver------------Employee----------Dept#--------Dept. Mgr. There maybe 7 different Dept. so we may need to color code the characters for each dept.. This system will be set up and function independently from any other system that may be operating at the company. (it should also be able to function in the event of a power outage as it will be connected to it own back up power) The database must be user friendly and easy to add/ delete names etc.. Must also be set up with password login to have access to the database. A possible upgrade option we may consider is to have an audio feature where the employee name is announced twice when it pops up. We will also need this system to be accessible remotely for trouble shooting in the event of software issues. My goal is to first create a prototype that could be used to demo this system and be able to create a cost breakdown on the hardware needed to set up a fully functioning system. NEW UPDATE**** An idea about utilizing a mobile app instead of an RFID sticker/card in the vehicle was suggested. I think this could work and may simplify the project as whole. Is this possible? My thought is the driver would launch the app (on their phone) before they enter or upon entering the premises (touch id capable for quick log-in) and the user ID info is tracked and identified at a scan point before they get to the main building so the info is already received on the inside.
