Android/ipod/ipad Wifi Hotspot Money Maker

I would like an app created that leverages the benefit of a wifi hotspot with the ability to charge other users for access. ## Deliverables the app will need to be able to utilise the wifi hotspot capabilities that exist within the phones themselves. I will need confirmation from the reader that they understand how this works and can create an app that can utilise it. Next step will be to create a simple portal which will allow members of the public to access the app's wifi signal. they will be presented with a homepage listing the charges, similar to paying for a wifi hotspot. the payment methods will be paypal (which means the user of the app will have to enter their paypal details into app itself). the user can configure the number of options for access (number of minutes/hours/days/data, number of concurrent connections,etc.), and the price per unit). The app will take care of administration such as monitoring of MAC addresses etc (but I welcome suggestions on how this can be managed).
