This project requires ArcGIS.
I have a line network that represents speed limits, and i have a line network that represents certain road segments. I want to take the speed limits network and join it to the road network. As I understand it, this is commonly referred to as conflation. I have used esri's conflation tools without much success.
I am looking for someone to complete the conflation such that there can be a one to many relationship where there many be 1 or more speed limit tied to a single road segment.
The two network files are very close, from what I can tell normally within 25 feet of each other so it seems relatively easy to accomplish but every method I attempt in a spatial join doesnt consider the vector of both lines (for example a line going up and down also get tied to lies that just intersect it, which isnt a good match). Only lines that are parallel and seem to reference the same road should be associated together.
I am looking for ~90% accuracy with preference to no matches than false positives. I also would like the steps taken in ArcGIS to be documented so I can reproduce the results.
