Creating a Mediawiki Extension

We are currently in need of an extension for our mediawiki page, which currently doesnt seem to exist. It would be used to create a "editorial board voting" system, which would work like this: There is a group of users who will be an "Editorial Board". Whenever a regular user creates a page or submit revisions, a vote is automatically created, and the "editorial board" will vote on either approving the page/changes or not. If the vote gives approve (by vote majority), the page becomes published on the site, and readable to all, if not, the page remains hidden from public and the creator of the page can receive a message from the board which tips or instructions for correcting errors or similar. The whole process needs to be as automated as possible, with a visual voting UI.
