Because this kind of custom Application must be developed from scratch using some strong framework like CodeIgniter, Yii or Zend, because this way you will have a very light weight Application, scalable and easy to enhance in the future. While Joomla self is a bit heavy CMS butI am not saying that Joomla is bad, it is just that if some of the features were already available in Joomla, then we could customize it. However, again decision is yours, as it is my responsibility to give you an idea. I have built a similar system for my company. I am not sure how complicated you want to get but it was a fairly quick and easy task.

I am working as an Oracle Database Administrator in a MNC Company. I do have very good experienced in 10g/11g and 12c Database. I have a good knowledge in new technologies too. I had an experienced to give training in my company. As a DBA, i can figure out the query raised by the people. I do have a good experience in making document for any of our changes.
