CMS in laravel to manage small responsive websites

We need to develop a CMS, a web application where Business can manage the Contents for some webpages available to End Users (Minisite): those webpages will be responsive (think at it as a mobile guide to business services) and use the API to connect to backend. We would like to use php/mysql (or mariaDB) and Laravel. Business can manage one or more Minisite. A Minisite will consists of about 4-5 pages + n modals (one for each Service). A Ministe can use some common data (es.g address, business contacts) and other ad hoc contents. Contents for each Minisite will include: - Services: icon, images, texts - Associated Places - Events New Places and Events can be manually added by Business or selected from a common Database (with records loaded from Admin, or other End Users). End users can access the Ministe of a Business by visiting the Url of that specific business (e.g. [login to view URL]) Some Contents of the Minisite could require End User registration or temporary access. Business can register an End User or allow him a temporary access. If Business is enabled by Admin, can set some features of the Minisites, like: Allow issue from users (a form to send issues to Business) Allow reviews from users (a form to send feedback to Business) Allow orders from users (a form to send orders to Business and can decide if these features are public or require End User registration. Back office for Business will include issue management (view and change status), orders management (view and change status), review management (view summary graph), user management, Url management (change redirects), and other minisite settings (color skins, send link to registered users for reviews after xx days, autopublish events from common database, etc) Minisite will have one template for now and Business if allowed can change the skin colors only, but the system must be though in order to manage more templates in future. Business can be of 4 or 5 different type (different category): for each of them there could be different default data and features available. Minisite creation is done by Business starting from wizards and allow to duplicate existing items to make it easy to create them. Multilanguage (7 standard languages) both for backoffice and Contents. Contents will have button to fill empty fields using Google Translate. Admin can create subscription plans for Business allowing permission to certain features (eg. enable reviews, orders from end users, enable content management, etc) or limits (number of Minisites, multilogin, services, etc). All the project, from CMS backoffice to the Minisites will be fully responsive (eg. allow to upload picture from mobile, etc). The Backend will be done with API We will provide most of designs. Suggestions for layout and other features as well as problem solving approach will be appreciated. Will be asked to sign an NDA to get more detailed specifications.
