Database Programming / Linking Database to excel forms (App) -- 2

Overview: The program that is required to be created is a database program that will be able to link to excel forms that can be edited on a mobile device or PC. The program will also have an option to upload documentation that can be reviewed and stored online. The program's main function will be to sort and track close out of various systems by user defined requirements. The program will be able to be utilised in all construction projects to track necessary documentation that will be required to meet contractual and legal requirements. Phase 1: The first project that will need to be created is a stand alone program that the user can do the following; Option to add a system Option to add a sub-system Option to add a sub-sub-system, Option to link an excel form to the sub-sub-system, option to add files Form is able to be edited in a pdf version] Add System: A System will be able to be added by the user by clicking on an “add system” button. Once the system is added it should appear as an icon in the program with a “+” icon next to the system name where it can be expanded to see all the sub-systems. Add Sub-System: A Sub-System will be able to be added by the user by clicking on an “add sub-system” button. Once the sub-system is added it should appear as an icon in the program with a “+” icon next to the sub-system name where it can be expanded to see all the sub-sub-systems. Add Sub-Sub-System: A Sub-Sub-System will be able to be added by the user by clicking on an “add sub-sub-system” button. Once the sub-sub-system is added, the sub-sub-system should be able to be clicked on to see what forms or files are applicable with that sub-sub-system. Link Forms Sub-Sub-System: The Sub-Sub-System should be able to be linked with different forms. For example (see table below), if the sub-sub-system number is “0001” then form “QA01, QA04 and QA07”, would be used for this. (For phase 1, use the templates provided) Sub-Sub-System Number 0001: QA01, QA04, QA07 0002: QA02 0003: QA09, QA10 Forms Editable in PDF:: The forms should be able to be opened up by the user where they can edit the “Result”, “Date” and “Signature” Fields. Once the the documents they are saved under the Sub-Sub-Section Please bid with "Phase 1" to be considered. Also please tell me your skills, expected completion date. If the job is completed with exceptional quality there will be several more projects awarded and possibly a month by month contract. Budget around $300 (depending on skills and experience)
